Hun Sen is an ethnic Chinese

Ethnic Chinese have (or had) tradition of naming their children with "generational name".

Hence the late Taiwan president Chiang Ching-kuo named his children Chiang Hsiao-yen, Chiang Hsiao-yung, Chiang Hsiao-wen, Chiang Hsiao-chang, Chiang Hsiao-wu

So it wasn't as weird as it sounds (still unusual in Southeast Asia tho)
