Cellophane which is often used to wrap food is named for the fact that it's made from cellulose (wood) and it's actually biodegradable.

Plastic is a wide family of materials. Some like cellophane, PLA, or acetate will readily biodegrade, others are permanent and degrade into micro plastics.

Metal is also a wide family of materials:
A little gold or titanium in the water isn't a big deal. Sodium is abundant in water.
A bit of lead, arsenic, cadmium, mercury, or uranium in the water would be a bigger deal.

When it comes to environmentalism - politicians often try to do things that people notice, rather than things that have the best impact.

Pre-peeled bananas and oranges exist to help the disabled be more independent.

If you have limited mobility, arthritis, etc, how can you peel these fruit?

Not everyone can get a live-in caregiver. Nor do they want one. Because the point is to be independent.

It's not because people are lazy and stupid and pay way extra. It's because an 80yo woman with arthritis deserves to eat a piece of fruit without excruciating pain.

is fruit and veg the place to start?

of all the things to target for plastic reduction, this seems like the most likely to result in unintended consequences

getting people to eat enough fresh fruit and veg is already problematic, anything that could make it more difficult should be eyed skeptically

will they go bad quicker, causing more people to throw them out before actually eating them? would enough such occurrences deter people from buying more f&v in the first place? are people more likely to buy f&v in shiny plastic packaging because it looks nicer? will this cause f&v to be less profitable, causing stores to reduce the floor space devoted to them? I don't know and neither do they.

For something with such potential for harm, perhaps some research and smaller case studies are called for
